Why VAT groups do not appear?

In order to get VAT groups, it is necessary to unlock the security element.

Select the setting option, then VAT groups and on "...", to the right of each VAT group, check whether each VAT group is activated.

If not, it is necessary to select the "Activate" option. If the "Deactivate" option is offered, the VAT groups are active. If you don't see the VAT groups in the settings either, select the option "Fiscal register" and click on the "VAT" field just below the "Price" field, then a drop-down menu with VAT rates will appear and you can go back in the settings to check if all activated.
